I tried emerging subversion and the compile fails with the following errors:
libpl.c:293:20: EXTERN.h: No such file or directory
libpl.c:294:18: perl.h: No such file or directory
libpl.c:295:18: XSUB.h: No such file or directory

Reproducible: Always
Steps to Reproduce:
1. emerge subversion
2.
3.

Actual Results:  
Compile fails with the following messages 
libpl.c:293:20: EXTERN.h: No such file or directory
libpl.c:294:18: perl.h: No such file or directory
libpl.c:295:18: XSUB.h: No such file or directory
....


Expected Results:  
Successfully emerge subversion

I notice that if the application is compiled with 

# USE="-perl" emerge subversion

it successfully builds the application.

You did not post which subversion version you are trying to emerge. Try to
re-emerge swig.

The version I was trying to emerge was 1.1.3. Re-emerging perl seems to have
fixed the problem for me.
