If I run:

 emerge -av swish-e

or

 USE="-perl" emerge -av swish-e

They both will install the exact same list of dependancies (which all are Perl
except for the swish-e program itself).  Should not the "-perl" flag mean it
won't install the Perl dependancies at all?
