After emerge -kuv world to update entire system it seems the path /usr/local/bin
was removed and only still remains in login.defs which never gets used by sshd
even when setting UseLogin Yes

Reproducible: Always
Steps to Reproduce:
1. emerge sync
2. emerge kuv world
3. echo $PATH

Actual Results:  
/usr/local/bin was not mentioned

Expected Results:  
/usr/local/bin should have been listed

I have stated this as major as when you have scripts in /usr/local/bin used by
clients things get a little eggy when that's not in the path :(

it's in /etc/profile
