I'd suggest that you change the mirror and try again.

Don't forget to delete the previously fetched file from
/opt/no_archive/portage/distfiles/

P.S. Though unrelated, while we are at it, remove fPIC from your C[XX]FLAGS,
that's a really bad idea(tm).

I'm happy to try another mirror.  But it seems to me it's a bug whether another
mirror works or not.  Surely Gentoo users shouldn't need to search for a valid
mirror to do updates.

fPIC is in my CXX for a very good and necessary reason, which I don't at the
moment remeber, unfortunately.  I'm not removing it without an equally
compelling reason, thank you.

If you find a broken mirror, then please file a bug that the mirror is broken.
But that is not an ebuild bug.

I hope that you'll find reason stated in Bug 87761, comment #1 compelling enough
 to remove fPIC from your C[XX]FLAGS. If not, then please don't bother to file
bugs about ebuilds broken due to that flag (glibc comes to mind first).
