Step to reproduce this bug
1)emerge sync
2) emerge -uDv world

error occured once upgrade reach the package mod_php-4.4.0

checking for sys/utsname.h... yes
checking for sys/ipc.h... yes
checking for dlfcn.h... yes
checking for fopencookie... yes
configure: error: can not run test program while cross compiling

NOT a bugzilla product bug...

You should run revdep-rebuild, you have some some broken libraries.

Run revdep_rebuild to repair your system.  If that doesn't fix the problem, then
re-open this bug.
