scsh is broken in various ways. I must've missed the posting to gentoo-dev@lists
before it was committed or I'd've commented then...

* INHERITED and ECLASS are no longer set in eclasses
* KEYWORDS should not be set via eclass
* SCSH_SCSH_PATH shouldn't be global
* There's an unlisted app-shells/scsh dependency
* EXPORT_FUNCTIONS shouldn't list get_layout_conf
