On a download page for a project, there is generally a list of links to download
the binary packages for the various distributions. However, for a project that
is already in portage, there really isn't anything to link to for Gentoo. For
instance, http://amarok.kde.org/wiki/index.php/Download links to
http://packages.gentoo.org/search/?sstring=amarok which isn't really ideal. 

Basically I envision a short paragraph with the commands necesary to install a
given package, perhaps with a link to extra instructions to install masked
packages if necesary.

Ian,

The command neccessary to install a particular package are all the same, and
adequately documented within the system as well as gentoo.org.

I agree, there really isn't anything to link to for Gentoo.  Those sites that
choose to link to packages.gentoo.org do so at their will.  Some sites will
actually say 'emerge <pkg>'.  When all else fails, use common sense.
