Calls arches, please test and mark vsftpd-2.0.3-r1 stable

ia64 and s390 will need to test and stable net-ftp/ftpbase-0.00 at the same time
as it is a required dependency (already stable on other arches)

Portage 2.0.51.22-r2 refused to let me install this package, complaining that
ftpbase was blocked by the older version of vsftpd which was already on my system.
When I uninstalled the older version first, the installation of the two packages
proceeded normally.

This seems more like a bug in portage than like a bug in the package, but it's
definitely someone's bug.

Nope, that's how it's meant to work.
It's to ensure that only ftpbase owns /etc/pam.d/ftp and /etc/ftpusers -
mailbase works in a similar way.

I realize that ftpbase won't work properly with older versions of vsftpd, but
portage should still allow installing the new version of vsftpd at the same
time as ftpbase is installed.  As it is, portage says "Sorry, you can't
install ftpbase because it conflicts with your old vsftpd, but you can't
upgrade to the new vsftpd until you install ftpbase."  This is easily
remedied by first uninstalling the old vsftpd manually, but it shouldn't
have to be remedied.
