Currently there exists preup, predown, postdown and postdown functions that
users can custom edit to perform tasks when interfaces go up and down.

I propose the addition of the custom functions failup and faildown that would be
run when bringing the interface up or down failed.

As an example, failup could be used to disable the wireless antenna to conserve
battery power when connecting to a access point/dhcp failed.

pre5 is out
