Wammu since version 0.9 can use gnome-bluetooth library for some additional
functionality, I thing Wammu should depend on this when gnome and bluetooth use
flags are set.

Is this still true in wammu-0.21? Judging after the sources, gnome-bluetooth is totally replaceable by pybluez.

Yes, it is. In fact pybluez has more stable api so I more recommend this one.
