Parent attribute in root element added, again, and again.

Please send patches to update existing files.

Link to /doc/ko/gentoo-x86-tipsntricks.xml reverted to /en/, translation does
not exist.
BTW, did you remove Maney from the member list on purpose?

oops? is there no [ko] gentoo-x86-tipsntricks.xml? i'll check & commit again.

and.. Maney had told me that he wanna join and translate but he didnt do anything, so korean gentoo user 
groups decided remove him from lists.
