For several months now, snmplib tries to upgrade using snmp-0.4.0.tgz. However,
the fetch process always seems to fail. (Perhaps this is because the size of the
archive is 0B??)

I have even tried to move to v0.4.1, but then there's this nagging response to
downgrade when I emerge world.

Reproducible: Always
Steps to Reproduce:
1. emerge snmplib (or emerge -f snmplib)
2. Wait for fetch attempt to complete.
3.

Actual Results:  
Fails to fetch archive. Trying to rename snmp-0.4.1.tgz as snmp-0.4.0.tgz does
not work either. :(

Expected Results:  
I have no idea! o.O

As upstream seems to have removed 0.4.0 from the mirrors, I've added 0.5.1 as
stable to the tree on August 1st. Note that this is against our usual policy,
but it seemed ok in this case.
