Running apcupsd causes load avg to reach or exceed .95.  Stop apcupsd and load
avg returns to < .03 .  SmartUPS 1500 connected to system using usb cable. 
Ebuild versions tried: 3.10.15, 3.10.16, and 3.10.17.  Daemon functions
correctly otherwise.  Standalone config.

Reproducible: Always
Steps to Reproduce:
1. Emerge sys-power/apcupsd versions 3.10.15, 3.10.16, or 3.10.17
2. Configure Daemon for Standalone USB
3. Start apcupsd and watch load avg climb to > .95 and remain there

Actual Results:  
load avg climbs over .95 and remains as long as apcupsd is running

Expected Results:  
Would expect load avg to remain unaffected or barely affected by start of apcupsd

I do not use apcupsd or have a UPS for that matter, but was just wondering if
you could set the polling frequency for apcupsd ?  If so, make make it do that
less times a minute?

Problem with excessive load gone after update to 3.10.18-r1.
