I think it would be helpful in auditing and working with live CVS ebuilds to
have portage record the date and time when a ebuild is installed. This way an
administrator could pin-point later when a certain app was upgraded or if a CVS
ebuild is out of date compared to a CIA-CVS listing.

You can lift that info from any file in /var/db/pkg/$CATEGORY/$P ...
