wget can't connect with icculus.org host. I belive it's not my network
configuration fault.

Reproducible: Always
Steps to Reproduce:
1. Run `emerge ut2004`



Actual Results:  
wget prints out 'Connecting to icculus.org|69.55.227.54|:80... failed: Connection
refused.' and exits

Expected Results:  
Downloading and merging the ut2004 ebuild

I get:

HTTP request sent, awaiting response... 401 Authorization Required
Authorization failed.

Seems like a temporary (?) problem...

`emerge sync` solves the problem

'emerge sync' had nothing to do with it, as none of the ebuilds have been
modified...
