The model inspiron defined in xkb/symbols/inet witch state that should work with Dell Inspiron 8xxx doens't work with 8600... It isn't the correct values for the internet buttons. This is an Xorg issue, not a Gentoo issue. Please file this at https://bugs.freedesktop.org and post the link here. We'll be glad to add the patch once it's accepted upstream.
