Not using utf-8 is becoming a pita.
Łukasz can't write his own name (see #99857).
Besides, when viewing attachments (and I view lots of them in many languages,
all utf-8), I have to switch my browser to utf-8 for every file I view because
b.g.o sent 'charset=ISO-8859-1'.

Not sure if it's possible but it would be much appreciated.

whats involved in doing something like this? i remember vaguely trying this
earlier on bugstest and had some very funky results
