Amongst other duties, the pam_console package places the xdm / console username
in a file called var/run/console.lock.

The current installation of gphoto2 requires pam_console for the usbcam
hotplugging to work. Pam_console may not be installed, and as a result, the
default usbcam hotplug script (which expects to find a console.lock file) will
not be able to do it's job.

I suggest that the default usbcam hotplug file needs to be modified to
accomodate this scenario; for example if no console-lock data is found perhaps
there is another way to find out who is logged into the console? Perhaps this is
not even needed at all?

As you will observe, there are a number of borderline-unacceptable solutions
floating in the wild; Most users will not be comfortable hacking their hotplug
files.

Reproducible: Always
Steps to Reproduce:
1. On a system with use pam, pam_console build digikam and all dependancies
2. Try to import photos
3. Observe error message

Actual Results:  
A permissions problem prevents Digika from importing photos. This is because
gphoto2 cannot read and write to the USB Camera. This is because the hotplug
script failed to change permissions on the device.

Expected Results:  
Perfect photos!
