some applications check tclx version and refuse to work with tclx-8.3 when tcl
and tk are in versions 8.4

I put a patched version of tclx-8.4 in the gentooscience.org overlay (needed by
some astronomy software).

Well, maybe someone should finally commit the new version? Not really that much
important that two apps don't work while this is completely uncompilable.

What was wrong with the tclx-8.4 I commited to the gentooscience.org overlay a
while ago (Comment #4) ? It works, looked much more simple than the committed
one, and needs neither a rebuild of tcl nor a append-flag -fPIC.
