In version 0.9.2 of the Battle Of Wesnoth the translations aren't compiled. This
is a known bug from the Wesnoth team, to fix it you just have to remove the
"stamp-po" files from the package (it is fixed in the Wesnoth CVS) and compile
again.

Reproducible: Always
Steps to Reproduce:
1. emerge "=wesnoth-0.9.2"
2. Launch game
3. Try to change the language
Actual Results:  
Language is still English

Expected Results:  
Change to an other language
