I spent a couple of hours going over the open bugs on etc-update/dispatch-conf and friends.

When the replacement is done ( probably in portage-2.1 ) the bugs that depend on this can be closed.  Hopefully the new version will cover all the bases.

Also, the Duplicate List:

20223 - Dupe of 8423 -> Both bugs deal with the removal of config files in /etc.  8423 is the earlier one and has a craptastic tool that I wrote to find orphaned files.

42027 - Dupe of 8423? -> Both bugs deal with the removal of config files, except this one wants to do it during the unmerge phase.  Different perhaps because it wants emerge to do it instead of config management, but it's essentially the same problem.

26807 - Dupe of 11763 -> Both bugs deal with auto-merging files that the user didn't edit.

Tried not to be overzeallous(sp?) on what this bug blocks.  Many of these have 
patches awaiting portage-2.1.  Some of them are just feature needs for etc-
update.

Wasn't sure what to do with bug 69841, so I left it out.

Also missed a dupe,
bug 61719 -> dupe of 55082 ( or the other way round, cause 61719 has a better 
description ;) ).  Both deal with etc-update dying on malformed input, 
producing...well..random behavior depending on what is provided.

Everything is fixed but 74615, and this is blubb's territory now.
