Can't be.
Even though I have star installed, it's /usr/bin/tar symlink has long since been removed (I've ran into bug 33119 before) and must be called directly as "star".
Plus the error messages I've posted come from "gnutar" and not "star". Star does not identify itself as gnu tar.

Maybe this will clarify:

~ # which tar
/bin/tar

~ # /bin/tar --version
tar (GNU tar) 1.15.1

~ # tar --version
tar (GNU tar) 1.15.1

~ # ls /usr/bin/tar
ls: /usr/bin/tar: No such file or directory

~ # which star
/usr/bin/star

~ # star -version
star: star 1.5a46 (i686-pc-linux-gnu)
Comment 3 Chris Smith 2005-04-20 16:09:37 UTC
Mmmm... what delicious crow.

To further the cause I unmerged star and lo and behold kdevelop merged successfully.

But I still don't get it. The tar symlink was removed (as I verified) and tar has been emerge several times since the emerge of star (verified with genlop) which should have resolved any conflicting library issues in tar's favor.

All other problems I had had with bug 33119 were resolved by removal of star's /usr/bin/tar symlink. Why not this one? It seems that star needs special treatment, like installing in /usr/local. Maybe it should be masked and have lots of warning's.
