Come to think of it, another (and possibly more elegant) solution would be to add kuserfeedback as an unconditional dependency to drkonqi and replace the 'crash-handler' USE flag of plasma-meta with the 'telemetry' one.

Not necessarily, "USE=telemetry" could be enabled by default. However, judging from your reaction, maybe I don't quite get the qualitative difference 'crash-reporter' and 'telemetry' data.
