net-dns/dnrd will refuse to start if the directory /etc/dnrd does not exist

An ebuild should create this directory

Reproducible: Always
Steps to Reproduce:
1. /etc/init.d/dnrd start
2.
3.

Actual Results:  
Here is a log message:

The directory /etc/dnrd must be created before dnrd will run

This is fixed in #83281. It can safely be marked as a dup and closed.
