It's difficult to guess what caused this; at least we should see the config.log from the failed ./configure to figure it out...

I'm guessing what caused it was an upgrade to qt-3.3.4 without re-emerging kdelibs.
A bugzilla search of "UIC has KDE plugins available... no" will show numerous dups.
there was a qt upgrade - from genlop: Wed Feb 9 22:18:04 2005 >>> x11-libs/qt-3.3.4-r2 but it was just from 3.3.4-r1 to 3.3.4-r2 there are no warnings suggesting that anything else needs to be recompiled and revdep-rebuild suggested nothing either is there anything else that should be recompiled after a minor qt upgrade?
I wouldn't expect it to be a problem (your upgrade), but perhaps the change in 3.3.4-r1 to 3.3.4-r2 (rpath change) caused a problem. I'll check when I get home.
I just did the qt upgrade on my laptop and libkipi emerged without complaining. No error about kdelibs missing. Can't imagine why it happened on my desktop.
seems like the old source files extract too false dir and the deltas later don't find it and to preverious comment the kdelibs I also could emerge but all other packeges did not upgrade from beta1 -> beta2 with xdeltas
I think Robert's comment was meant for bug 81481
