glibc overwrites /etc/locales.build in first pass of bootstrap causing locales.build to resort back to default which causes unwanted locales to be built on the second pass

Steps to Reproduce:

I will post emerge info as soon as I am done re-emerging glibc so I only have my
specified locales built.
