I just did an 'emerge --update world' and have been prompted to update whois. I'm currently using whois-4.6.13-r1. When compiling/installing the update (4.6.22) the emerge stops with the error listed under "Actual results". It looks like there's an unlisted/unsatisfied dependency in there somewhere.
