I've updated the ebuild for psycopg to version 1.0.11_pre1 and cleaned it up  
in the process. I've fixed a bug in the PostgreSQL header detection. Do not be 
fooled by the _preN designation, this release contains just a couple of minor 
bugfixes over 1.0.10 (stable), and also contains a time zone fix. 
 
I've attached the ebuild. 
  
This obsoletes bug #5829.
