procps installs kill in /usr/bin (although the man page refers to /bin/kill)
util-linux installs kill in /bin
both packages install the man page in the same place, so one will always
overwrite the other,  and if you unmerge one, you will remove the others
man page

util-linux kill seems to be a superset of procps kill, although it is smaller.

If I had to choose, I would choose util-linux version. Either way, kill should
be in /bin.

This may be the original bug, but I posted more info on the other one, so I'm going to knock this one out, and work from that one.
