needed by parent bug... it seems latest versions dropped x86 keyword too :/

x86 supported was dropped/marked deprecated by NVIDIA with CUDA 6.5. Also the x86 supported in CUDA 6.5 is very limited. Several libraries, e.g. cufft, and the examples are not shipped for x86 any more.

I assume 6.5.19 is as stable as 6.5.14, regarding x86. Version 6.5.19 adds support for GeForce GTX980 and GTX970 (Compute Capability 5.2).
For versions > 6.5.19, the x86 keyword are dropped since there is no x86 support at all.

Regarding sys-apps/hwloc, yes, I think we should mask the cuda useflag for x86, if a more recent cuda version is required.
