FYI, this is most likely due to recent ca-certificates change, i.e. most of Gentoo users won't be able to access it if they're using defaults.
Repository is now OK, connection fixed. Not sure there is a problem with the certificate, but if it still exists, I'm ready to consider this issue.
Yes, svn still complains: Error validating server certificate for 'https://svn.ifproject.ru:443': - The certificate is not issued by a trusted authority. Use the fingerprint to validate the certificate manually!
I think LetsEncrypt is the current free certificate provider that is widely accepted.
Working on integration with Let's Encrypt.
