Please stabilize, target "amd64 hppa ppc x86"

Please see bug #569842, a dependency of this bug, for why it fails sanity.

We can't stabilize this for PPC when PPC is still waiting for keywords :/

And of course, relying on the state of PPC to determine what you do for HPPA is simply misreading the data.

I do want a per-arch sanity-check state, but the exact details on how we represent that *and* check that is still to be decided upon.
