This seems to depend on a version of dev-ruby/mocha with USE=ruby_targets_ruby21

needs the following as well.

tests are restricted, so the mocha dep is not called

=dev-ruby/deep_merge-1.0.1
=dev-ruby/rgen-0.8.0
=dev-ruby/hiera-3.2.0

That requires dev-ruby/rspec:3.

Well... since you are the one also reporting the bug... feel free to finally add the desired version in atoms to stabilize and CC arches ;)

I noticed this bug as the one this is depending on is near to be completely finished and, anyway, the arches are CCed there. Then, this could be moved forward finally
