When the scripts in /etc/init.d get updated w/ (not a new install) the restart of the associated daemon ( most recently cupsd) are left orphaned w/o the ability to stop them or in proper functional state. I would suggest that the 'stop' action of the init scripts do a grep of the process list, if still found do a `killall cupsd` followed by a 'zap' to reset to off state.
