For the time being, I've reverted the EAPI 1 ban in layout.conf. I suggest closing this bug as invalid or wontfix, since there is nothing in repoman that would need fixing. Committing an ebuild with a banned EAPI should remain a fatal error.

Reassigning to QA. Keeping this bug open until all EAPI 1 ebuilds are gone and we can reinstate the ban.
