Installation of pax-utils-0.9 fails due to file collision with

/usr/bin/autogen

belonging to sys-devel/autogen-5.18.4

Reproducible: Always

Steps to Reproduce:
1. Gentoo system with autogen-5.18.4 installed
2. Try to update pax-utils to version 0.9

Actual Results:  
Ebuild succeeds, installation fails due to file conflict

Expected Results:  
installation without file conflicts
