NM 0.9.10 ships with `nmtui`. `nmtui` doesn't require polkit, in contrast to previously available interfaces which in turn made polkit, more or less, a dependency for using NM. Therefore, if one wishes to not install any of the following dependencies: || ( sys-power/upower sys-power/upower-pm-utils >=sys-apps/systemd-183 ) they can be put behind a useflag: upower? ( || ( sys-power/upower sys-power/upower-pm-utils >=sys-apps/systemd-183 ) )

well, for the next time, having the bug opened/closed doesn't really help much. We in gnome team are subscribed to desktop-devel-list and, then, we know what bumps are pending. The causes of the delays are more related with we having more or less time (for example in this concrete case, I had time yesterday to bump networkmanager and some others but not all due lack of time :/)
