Version bump for libevent.

libevent is a developer library that provides a wrapper around around present
Unix event notification mechanisms (such as select() and poll()). libevent makes 
it easy to write portable network servers.

The existing libevent-0.7c.ebuild works fine. 

Attached is a diff that comments out a line that removed a header file in the
package error which caused compilation errors for the previous version's (0.7c)
ebuild author.
