You receive this bug because this package does not respect my system's LDFLAGS ( -Wl,-O1 -Wl,--as-needed -Wl,--hash-style=gnu )

This might need more work than it's worth and should not really be a stabilization blocker.

Mind that fpc is a toolchain package and needs special carefulness.

the rule that a missing QA_FLAGS_IGNOREDS="foo" is not a reason to block stabilization

How would you like to see this implememented? Converting all LDFLAGS elements to appropriate -k<x> and hope it will work as expected with FPC linkerscript?

If technically is not possible use the LDFLAGS, please add a way to hide the issue.

However I am not able to reproduce it with 2.6.4 or 3.0.0 version.
Can you please confirm that the problem still exist?
