app-editors/vim-core-7.3.762 does not respect LINGUAS

Reproducible: Always

Steps to Reproduce:
1. In make.conf set 'LINGUAS="en"'
2. Emerge app-editors/vim-core-7.3.762
3.
Actual Results:  
'man' files are installed for French/Italian/Polish

Expected Results:  
'man' files sb installed only for English

Another in the list : I'm surprised this hasn't come up before.

Feel free to provide a patch since this isn't high priority. Personally I'd rather wait until a decent tree-wide solution is in place.
