The main license of the package is HPND, see license.terms file. In addition, some files have an Old-MIT notice.

You are free to go on with license issues for all tcltk packages (team is understaffed). Also I don't see any problem for any sci package.
So if you don't mind, could you please correct licenses as you think they should be?

Also the tcltk license for the itcl tarball.
