The post install instructions for mediawiki-1.18.1 lists:
http://<mysite>mediawiki/config as the config url.

This should be:
http://<mysite>/mediawiki/mw-config/ (index.php)

When using --spi it is listed as http://localhost//config so I guess it should be http://localhost///mw-config
