icedtea-bin shows incorrect timezone

Reproducible: Always

Steps to Reproduce:
[I] dev-java/icedtea-bin
Available versions: (6) 1.10.3-r2!s 1.10.4!s
{X alsa doc examples nsplugin source}
Installed versions: 1.10.4(6)!s(10:29:01 PM 11/06/2011)(-X -alsa -doc -examples -nsplugin -source)

java -jar tzupdater.jar -V
tzupdater version 1.3.40-b01
JRE time zone data version: tzdata2010i
Embedded time zone data version: tzdata2011h

java -jar tzupdater.jar -t
....
/data/tzdata2011h.test:4668: test failed: Europe/Moscow

All printed time is in UTC+3, but Moscow in UTC+4 now...
