net-wireless/crda net-wireless/iw and net-wireless/kismet (and possibly some others, too) want libnl-genl.so. libnl-3 installs libnl-genls-3.so. 

Maybe it would be a good idea to have the build process ask pkgconfig about the appropriate libnames for libnl-genl?

Thank you for reporting. These ebuilds have been fixed to (R)DEPEND on the correct dev-libs/libnl:1.1 SLOT. Please file separate bug reports for separate packages next time.
