Thank you for report. This problem only exists in sys-apps/baselayout: 1.12.14-r1 and everything works correctly with current stable tree. Please upgrade to baselayout-2 and openrc: http://www.gentoo.org/doc/en/openrc-migration.xml Or... keep old init script (don't allow dispatch.conf update it).
