The distfile is fetch restricted, and therefore ask the user to download it manually from https://cds.sun.com/is-bin/INTERSHOP.enfinity/WFS/CDS-CDS_Developer-Site/en_US/-/USD/ViewProductDetail-Start?ProductRef=jdk-6u23-docs-oth-JPR@CDS-CDS_Developer

This site does not exists anymore, and your are redirected to a oracle site. 

The problem has ben fixed in dev-java/java-sdk-docs-1.6.0.25 with sems to work fine, so unmasking dev-java/java-sdk-docs-1.6.0.25 would solve the problem.

Steps to Reproduce:
emerge dev-java/java-sdk-docs
Actual Results:  
The user is ask to download the distfil from a closed down Sun site.

Expected Results:  
The user is ask to download the distfile from a working oracle site.
