dev-libs/glib-2.28.{3,4} fails to emerge without dev-util/gtk-doc-am installed, with an automake failure.

This seems to be a regression since 2.26 as that pulls in gtk-doc-am.

Reproducible: Always

Steps to Reproduce:
1. Check dev-util/gtk-doc-am is not installed
2. Attempt to emerge dev-libs/glib-2.28.{3,4}
3. Watch it fail with an automake failure
Actual Results:  
Package not installed

Expected Results:  
dev-util/gtk-doc-am installed as a dependency and dev-libs/glib installed
