In epiphany, selecting Edit -> Personal Data -> Passwords yields an editor with no sites and passwords to edit, even though there are some saved since visiting sites with login screens are automatically filled in. Created new user account, logged into gmail, was asked to save my password info. Then attempted to edit and same result. Also, at least one other user has the same issue in the forum thread http://forums.gentoo.org/viewtopic-t-868397-highlight-.html.
Try to run epiphany from a terminal, open password editor and see what messages are shown in terminal
