USE="netcdf" in sci-libs/hdf is used to avoid conficts with sci-libs/netcdf.

In the process 'netcdf.h' is renamed to 'netcdf-hdf.h' 
However no corresponding changes are made to files that actually include this header, i.e. /usr/include/mfhdf.h and /usr/include/local_nc.h

As result you get:
/usr/include/mfhdf.h:27:20: error: netcdf.h: No such file or directory
