emerge of packages in the chroot environment and the post reboot environment of an AMD64 stage3 fails. 

Reproducible: Always

Steps to Reproduce:
1.follow installation handbook steps to the point of 9. Installing Necessary System Tools
2. emerge syslog-ng

Actual Results:  
syslog-ng fails (or as in the example forum page, lvm2 fails)

Expected Results:  
successful emerge

the work around is to run:

emerge pkgconfig
